Version management system on dashboard

Due to many having issues after control panel updates and a full page refresh isn't always the most obvious solution (pressing CTRL plus F5), a simple version management system is now implemented, to force update of any cached script and style sheets.

This should have been done long ago, but better late than never.

Small update, due to a fail safe check the dashboard temporary failed to load resources for a few minutes recently. The system will now handle the case where it fails to determine version.

The cause was a failure to determine version, due to a unfortunate chain of events causing a temporary downgrade. Rest assured, all cloud resources and our databases are unaffected. The problem only affected the front end of our own website.

Seems to work, I haven't noticed any bugs since this was added.

Chipping in just to confirm that it seems to work well for me too. Every time there's a panel update it downloads immediately when I connect, as it should. 👌
