There's always a risk, keep in mind that many VPN services has their services in the cloud and even many TOR nodes are in the cloud too. You may be anonymous in most cases, but you can't really hide from "the cloud".

If you want to break the rules you should look for offshore providers. 99Stack is mainly for privacy and won't aid any illegal activities. Just contact support if you're unsure about the acceptable use.

There are better ways than VPN for true anonymity, just ask for offshore locations. There should be a few of them fully managed via API and the control panel. Since the offshore servers are owned by different companies outside of the 14 prying eyes, there shouldn't be any obligation, neither interest to hand out your information, plus that you're technically in a different legal jurisdiction anyway and local laws applies.
