External providers could monitor their networks to prevent fraud, tho there are no reports or indication that 99Stack are monitoring anything or attempting to spy on your usage.
The real question should be about elinks, which btw is a decent command line only browser. A great tool to have if you don't want a browser with potential vulnerabilities that uses javascript and other plugins commonly used for tracking. Also, like samnuel said, combine it with TOR and you'll get a fair amount of anonymity if you avoid human errors.
