Correct, its a private location only available for enterprise users. I believe they're called "E11" and includes all the regions with an ID like this: 11xx. Tried to sign up for that as well but it's only for registered businesses and long term contracts. Physical bare metal servers and colocation which makes it very expensive.
I don't see the use unless you really need to use your own hardware and own a range of IP addresses, tho in that case there re cheaper options. Hawaii is kind of expensive anyway. Especially with fiber connections as the whole island is mostly wireless.
