Maybe it's cheaper for international calls, who knows? anyway just out of curiosity I did try to call the number, nobody answered but my call where forwarded to voicemail in where I left a message saying I was just testing the number with my poor English.
About 30 minutes later they replied with a text message to my phone saying "Test passed" so I think that's pretty much how it works, there's no call center ready to talk to you live but you can leave a voice message in English.
